Welcome to the NY Medicaid EHR Incentive Program

Through the NY Medicaid EHR Incentive Program, eligible hospitals (EH) and eligible professionals (EP) in New York who adopt, implement, or upgrade certified EHR technology, and subsequently become meaningful users of the EHR technology, can qualify for financial incentives.

NY Medicaid's attestation system (MEIPASS) continues to accept 2016 attestations for Adopt, Implement, or Upgrade (AIU). However, it is anticipated that MEIPASS will not be available during the summer while the system undergoes maintenance for Meaningful Use attestations for 2015 and beyond.

Additional announcements about MEIPASS availability, including information about the extended deadline for 2015 Meaningful Use attestations, will be made via LISTSERV and the program website.

The deadline for 2015 Adopt, Implement, or Upgrade (AIU) attestations was March 31, 2016. Providers with extenuating circumstances beyond their control that prevented them from attesting by the deadline may submit an Attestation Deadline Extension (ADE) Request Form. Extension requests for 2015 AIU attestations must be submitted to hit@health.ny.gov no later than April 30, 2016.

Alternate Attestation Method
Eligible professionals who are dually eligible, i.e. bill claims to both Medicare and Medicaid, and demonstrated meaningful use during the payment year but were unable to meet the Medicaid patient volume requirements, may attest for the Medicare EHR Incentive Program via the CMS Registration and Attestation System in order to avoid the Medicare payment adjustments. Please review FAQ EP86 for more details.

IMPORTANT NOTICE: Changes to Meaningful Use in 2015 through 2017

On 10/16/2015, the Centers for Medicare and Medicaid Services (CMS) published a final rule Stage 3 and Modifications to Meaningful Use in 2015 Through 2017. This rule sets new criteria for eligible professionals and eligible hospitals participating in the EHR Incentive Programs.

NY Medicaid's website and MEIPASS do not currently reflect these policy changes. More details about the changes to meaningful use for 2015 and beyond will be posted in the near future. Announcements will be made via LISTSERV® and the program website when providers may attest to the modified requirements for payment year 2015.

New MEIPASS Function: Self-Retraction

We are pleased to announce a new Self-Retraction function available in MEIPASS that allows Eligible Professionals and Eligible Hospitals to retract their attestations and resubmit with changes.

Providers are no longer required to contact hit@health.ny.gov for manual rejections in order to make changes to submitted attestations.

Please refer to the Self-Retraction User Guide for assistance.

NOTE: Attestations that have been approved and paid may not be retracted or adjusted in this manner. A future update to MEIPASS will allow Eligible Professionals to submit post-payment adjustments. Eligible Hospitals should refer to the EH Payment Adjustment Walkthrough.
