The federal Public Health Emergency (PHE) expired on May 11, 2023. Temporarily enrolled providers who wish to remain enrolled in the NYS Medicaid program must complete the full paper enrollment process by November 11, 2023. The Enrollment Form and instructions for full enrollment can be found at www.emedny.org/info/ProviderEnrollment/. Such providers may instead notify the Department of their intention to voluntarily terminate participation, as of a particular date, by sending a signed letter (attached to an email) requesting such to ProviderEnrollment@health.ny.gov and specifying "Voluntary Termination" in the subject line.
Temporarily enrolled providers will be terminated from the Medicaid program if they fail to complete the full enrollment process by November 11th. This action is pursuant to expiration of the waivers issued under section 1135 of the Social Security Act. Such providers will also be removed from all Medicaid Managed Care (MMC) and Children's Health Insurance Program (CHIP) networks that they participate in, per Section 5005(b)(2) of the 21st Century Cures Act, and Sections 1902(a)(78) and 1932(d) of the Social Security Act. Terminated providers are ineligible to receive reimbursement for services provided, or any services ordered, referred, prescribed, or attended by them, for any Medicaid fee-for service, managed care, or CHIP enrollees on and after the date of termination and are prohibited from verifying the eligibility of Medicaid enrollees through the Medicaid Eligibility Verification System (MEVS).
