PTAR Public Transportation Automated Reimbursement System

The New York State Department of Health (NYS DOH) is committed to simplifying the processing of Medicaid public transportation reimbursement claims for both the consumers we serve and the health care providers with whom we work. Toward that end, we have developed a new version of the web-based Public Transportation Automated Reimbursement System (PTAR) which will provide greater efficiencies and allow for expediting claims processing and payment.

Important Announcements and PTAR Updates
 

TOPAZ SIGNATURE PAD DEVICES WILL REQUIRE A NEW PLUG-IN UPGRADE

**Note** Current users of a Scriptel device or users who do not utilize any type of PTAR signature pad can disregard this notice.

On Wednesday, May 18, 2016 @ 8pm, eMedNY will be implementing the Topaz API plug-in support into PTAR for all Topaz devices. All PCs currently using Topaz signature pads will be required to upgrade to the new API plug-in as the device will not function without the upgrade after May 18th. Any PTAR Facilities that have been experiencing issues with their Topaz devices; the new plug-in should resolve any previous issues as well.

We highly recommend that you contact your IT dept and/or Desktop Support dept to perform this upgrade. We do not advise uninstalling/installing these plug-ins without their assistance. Please download the document "Topaz API Plug-In Install Guide" for instructions under "Relevant Documents" on the right side of this web page.



ALL PTAR USERS MUST UPGRADE THEIR BROWSERS

With the release of the upgraded PTAR application, all users will need to have installed Internet Explorer version 10 or greater, or any alternative browser including Google Chrome, Mozilla Firefox, or Apple Safari.  Lesser versions of Internet Explorer will not be supported by the new PTAR application.

Additionally, the upgraded PTAR application will now support the Scriptel signature pad device, in addition to the Topaz devices historically supported by PTAR.  Please understand that, while the Topaz devices will continue to be supported in PTAR under Internet Explorer versions 10 and 11, it is recommended that users move to a Scriptel device to ensure ongoing performance.  The devices require no installation nor browser configuration, provide robust security, and work across all supported browsers.  If you wish to pursue a Scriptel or Topaz device, please call Computime at (800) 423-8826, send an email to sales@ctstl.com, or visit their website at www.computimeonline.com.

QUESTION ANSWER
How do I enroll in PTAR? Potential users must submit a completed application to obtain a user profile. The application is available by emailing the Medicaid Transportation Unit at medtrans@health.ny.gov. Once the application is accepted and processed, a PTAR Administrator ID and a temporary password will be sent via email to the requesting PTAR Facility Administrator listed on the application.
Who can change a password or add users in PTAR? A facility administrator can change a user’s password, add users, or disable user accounts.
Should we verify Medicaid eligibility? While PTAR will scan Medicaid eligibility for the service date on the PTAR claim, it is recommended that the medical provider verify Medicaid eligibility.
